P.O.E.S. – The problems of the military in Kastoria are a harbinger of the general problems in the Greek Islands

Mr. Minister.
Unfortunately, our Federation and its member Associations receive increasing complaints from military personnel on a daily basis, who realize that we are the only body they can turn to, to complain about the problems they face in their daily lives. The main thing is that the same staff in several cases tried to solve the problems in the prescribed official ways, but all they found were “closed doors”, even in cases where the prescribed ones are clearly not being followed.
A few days ago, such a case concerns the soldiers who serve in units of the P.E. Kastoria, as the local Military Union (E.S.PE.E.KAS.) conveys to us, during which, in a period admittedly particularly difficult for the military, the latter feel that they are “attacked everywhere” and especially by the ” “excessive care” that they faced, especially in the last two years.
Their case combines more misdemeanors in the application of existing legislation. It includes: improper compliance with the Health and Safety at Work framework [σχετικό (α)], inflexibility in the application of the relevant protection framework at the expense of the staff and a practical lack of care. More specifically, the Union in question revealed that, due to the Administration’s inflexibility in terms of the execution of 24-hour services in the Precincts of the region located in the wider mountainous mass, in order to cover the service needs, the 24-hour services performed constantly exceed the maximum monthly limits, as Exceeding the provisions of (d) relative [παράρτημα ΣΤ]a tactic that seems to be consolidating.
Much more seriously, the Administration does not seem to take into account relevant opinions that recommend avoiding the execution of continuous services, due to the adverse weather conditions, which entail exposure of personnel to cold conditions and, in fact, in an area where there can easily be a blockade, with all that This implies.
And we wonder, how much more administrative arbitrariness can fit into just one, otherwise ordinary case of internal service? For the sake of history, let us recall that we are referring to the same soldiers who, in the summer, carried out fire safety patrols under torrential rain and who, as the relevant Union conveys to us, with one mouth shout, rightly, “no more care”.
At this point we have to point out that, in the past, just a few years ago, the Police Stations in question, as we mentioned above, were not staffed for services during the winter months [παρ.14β του αρθρ.6 του (β) σχετικού]. However, for incomprehensible reasons, this policy was changed and is maintained to this day, without taking into account the fatigue of the staff and the staffing of the Units.
Mr. Minister.
We are sure that you have fully realized the seriousness of the whole situation in which the executives of the ED have found themselves. With an ever-increasing average age, it goes without saying that the stamina of the already severely stressed staff has shrunk. If there is any misperception within the Hierarchy that staff, if they can’t stand it, can quit, we need to let you know that we may not be too far away from the outbreak of the “virus” of PN executive resignations at levels beyond the usual. , and among the executives of the SF.
What message does a Service that insists without reason of public interest on a formalistic application of the current provisions send to its executives? Where is (for us) the constitutionally enshrined Social Rule of Law, which as soldiers we are sworn to protect? How is the observance of the Principles of Good Administration and the Protected Confidence of the Administered guaranteed, when at every opportunity laws, decisions, orders that the State itself establishes are ignored and interpreted as they see fit? What is the practical interest of the Service (and/or the State) for the ED executives? Unfortunately, what we report about the Kastoria military is just the tip of the iceberg.
Considering that the same Union has documented in the past the ever-increasing cases of physical and mental strain of the personnel serving in the region (where, the percentages of serving executives who fall into the special situation category are constantly increasing), our Federation strengthens the fair requests made known to the Hierarchy with the relevant (f) and (h) which we send you as attachments, and we ask nothing less than the observance of the prescribed, namely:
a. The observance of the maximum limits of the monthly 24-hour services.
b. The non-staffing of all Prisons for which there is a corresponding provision.
c. The protection of the health of the staff by immediately taking actions to minimize occupational risks.
