The Department of Defense will buy down memberships, to a local Fitness facility (e.g. Gold’s Gym/Bally’s/Planet Fitness, etc) for Active Duty Title 10 Personnel at approved Independent Duty locations. Memberships at Private Gyms will only be for the service members.

You are not required to wear a shirt in your personal vehicle while on base. Do not know who told anyone that but that is definitely not a thing. If this question implies wearing clothes, yes wear a shirt ain’t nobody trying to see you driving around base shirtless in your jeep.
