Clarifications of Shoigu on the partial conscription in Russia

Who will Moscow recruit?

Russian Defense Minister Sergei Shoigu said today that the presidential decree announced by Vladimir Putin for partial mobilization provides for the mobilization of an additional 300,000 men to participate in the military operation in Ukraine.

This is an additional force substantially larger than the original one that began the operation in Ukraine on February 24 and is considered sufficient to meet all military objectives.

This additional force shows that Moscow will continue its operations in Odesa-Kharkov not only because of the size of the forces it will use but also because the two large Ukrainian cities are relatively close to the Russian positions.

After all, geopolitically they are considered necessary to complete the Russian mission as successful.

Anything less will leave open accounts.

In an interview on Russian state television, Shoigu clarified that students and those who served as draftees would not be drafted, and that the majority of Russian reservists, who number one million, would also not be drafted.

Speaking to Russia’s state-run Russia-24 network, Shoigu pointed out that partial conscription is for men who have previous military training, but in any case they will receive military training before being deployed.

He even emphasized that Russia has the possibility of conscripting about 25 million men and the partial conscription concerns 1% of them, while he added that Russia is not fighting on Ukrainian soil both against Ukraine and against the West.

It is recalled that the Russian president announced today the first mobilization in his country since World War II, warning the West that if it continues its “nuclear blackmail”, Moscow will respond with the power of its huge arsenal.

“If the territorial integrity of our country is threatened, we will use all available means to protect Russia and our people, this is not a bluff,” Putin emphasized in a televised address.

The decision for partial mobilization paves the way for a major escalation of the war in Ukraine.

“In order to protect the motherland, its sovereignty (…) I consider it necessary to support the decision of the army general staff to partially mobilize the reservists, those who have already served in the army (…) and have an appropriate experience,” noted Putin.

“The decree on partial conscription has been signed” and will go into effect “today,” he explained.

The timing of the development of the new forces in Ukraine is interesting.

Perhaps part of them will be sent directly to Kharkiv and Kherson where there is the greatest pressure at the moment although the Ukrainian counter-attacks seem to have lost their momentum.
