On Wednesday, November 22 and Thursday, November 23, 2023, GEETHA, in collaboration with the International Committee of the Red Cross (ICRC), organized a two-day seminar on “International Humanitarian Law”.

The two-day event took place at the Armed Forces Officers’ Club (LAED), is part of the wider planning of the GEETHA regarding the training of the Armed Forces personnel and contributed to the deepening of their knowledge regarding the application of the principles of International Humanitarian Law and the rules in general of International Law in military operations.

The two-day event was attended by operational planning specialists from the 3 Branches of the Armed Forces and the Special Warfare Command of the GHETHA, and was attended by the Director of the Directorate of Academic Education of the GHETHA Arch-Captain Vasilios Beletsiotis PN and the head of the ICRC mission in Greece Mrs. Marie Dubeau. Ms. Christina Papageorgiou, the Communication Director of the Hellenic Mission of the Red Cross, was responsible for the organization and liaison between the ICRC and the GEETHA.

The two-day program included theoretical subjects related to the application of the principles and norms of International Humanitarian Law in armed conflicts, and during its duration, presentations were made by the ICRC Regional Legal Adviser, Ms. Julie Tenenbaum, and its Regional Representative for Armed Conflicts Strengths Mr. Martin Lacourt, for the following thematic sections:

  • Introduction to International Humanitarian Law (IHL) and information on the International Committee of the Red Cross (ICRC).
  • Conduct of hostilities – Principles of use of force.
  • People in armed conflicts (combatants, civilians, prisoners of war, etc.) and their direct participation in hostilities.
  • The humanitarian factor in business planning.
  • Violations of International Humanitarian Law, the obligations of states, as well as the role and responsibilities of the Administration.
  • Case study of a democratic country in which an armed rebel group has been deployed.
